I wouldn't be surprised if there was no option in the preferences for it, but I'd imagine at the very least it will remain as a flag and/or the --disable-smooth-scrolling command line switch.

It's enabled by default in Canary (and likely Chromium too), but I can still disable it in chrome://flags for the time being. It's quite annoying - it'd be fine if it was more like IE/Edge's smooth scrolling, but I hate how slow it is (Firefox's too, actually). So I just leave it disabled.

It maybe down to your mouse if you think it is slow then as i am using a Logitech and it is lightning fast as always.

in linux it may act differently to windows but i do not like it, what i dont like about it, it doesnt open up in a New Tab Window Like Opera when you download in that browser.  but again i use Firefox mostly at the moment for Downloads .  ( download Manager's are better in firefox )

Smooth scrolling will be on by default in 49  https://developers.google.com/web/updates/2016/02/smooth-scrolling-in-chrome-49

 

" The old, stepped scrolling behavior is going away, and scrolling will be smooth by default! "

 

I assume they will still keep the flag around though.

Ok I went asking and the response I got is that on Windows, the setting honors the preference you set in the Internet Options / IE, see https://code.google.com/p/chromium/issues/detail?id=575222 and https://codereview.chromium.org/1566303004

Smoothscroll with these settings
