His mind is being transferred into his own body in the past. The Weapon X experiment hasn't happened yet so he doesn't have his bones laced with Adamantium yet. The future Wolverine clearly has his claws laced with Adamantium again. If he didn't, then you'd still see his claws partially laced with Adamantium where his claws come out of his hands. Various modern unis have been shades of blue to black. Some later uniforms had silver, but not entirely.Anyhow, this appears to be a nod to the Earth 295 Quicksilver's sometimes use of goggles, but with a black uniform and the Ultimate Quicksilver jacket.
