As far as I understand, it's kind of a running gag about the developers' favourite snacks. Eventually Google adopted it officially, hence the ads with the branded snacks.

The most common answer you'll find to that question is:

Quote

"It's kind of like an internal team thing, and we prefer to be a little bit -- how should I say -- a bit inscrutable in the matter, I'll say," said Randall Sarafa, a Google spokesman. "The obvious thing is that, yeah, the Android platform releases, they go by dessert names and by alphabetical order for the most part." -- http://edition.cnn.com/2011/TECH/innovation/02/04/google.honeycomb.android.names/index.html

So, like @dimz01 said, seems to be an internal thing.

There's also a post from Brian Swetland that pretty much says the same thing, that they don't want to spoil it.

The official term we use to describe the release codenames is "tasty treats."  This process was started post-1.0 to decouple the development name for an OS release from the final version number, since version numbers often will change for marketing reasons fairly late in the game. -- (~3rd Answer) https://www.quora.com/Why-are-Android-versions-always-named-after-sweet-items
