I Fail to see the funny

It's supposed to be a forum fun images thread, that kind of images you post in replying to a silly post/thread, the picture does not have to be funny by itself, or that's what I thought anyway.

Reminds me of a certain county in the US who on their Internet safety page stated: "Use only county recommended browsers: Internet Explorer. Do not, or immediately remove Mozilla Firefox from your system. (it should read "Do not install" instead of just "Do not," but meh) Do not, or uninstall Netscape from your system. Do not install, or remove any other browser on your system."
