Because you can already do that by pressing down on the middle mouse button and moving up or down?

Eh, its a little different (you stop scrolling when you release the button, you dont have to press it again as is the case with the middle button).

Try it out, I prefer it as it feels more accurate when scrolling.

POTO should be the default way of using Firefox bookmarks IMHO, but it's only practical with a full screen Firefox. Basically, move mouse hard left and click to get the sidebar, same to get rid of it.

Is it really? How do you open a new tab? Or a new window? These tasks are accomplished by the gestures Up and Down, respectively. Wouldn't it conflict? And I love the Up gesture, for opening links in a new, focused tab, so I wouldn't change it to something else.

I guess the middle mouse button is enough for me.

you can already scroll tabs using the keyboard. Off my head the combination is "ctrl" + "page up"/"page down"
