Well yeah, more like following the subject with your camera, this way, you'll obtain blurred background and a sharp subject, giving a sense of motion, instead of being just stationary.

yea my cat's name is mittens :p Cats that have that fur pattern are probably all named some variation of boots/shoes/mittens/other things you put on your feet :p
