As the 'K' indicates, they're unlocked for overclocking, and if there's an 'F', it indicates that they do not include integrated graphics.
As for why you might want a last-generation CPU, there's actually a good reason, other than the hefty discount. Intel used the LGA 115x socket for a few generations, and the ninth generation was the last one. If you're upgrading your PC with a newer and faster CPU, going for a 10th-gen chip would require a whole new motherboard.
