Microsoft has added a new Group Policy to Windows 10 versions 1809 and newer that allows IT admins to disable all 'safeguard holds' that prevent feature update installs through Windows Update.
Microsoft's updated documentation for the May 2020 Update notes the removal of the manual deferral option for feature updates from Windows Update. It now happens only through the Group Policy Editor.
