OpenAI partners with SAP to boost AI adoption in Germany's public sector

OpenAI and SAP are coming together to bring advanced AI technology safely and responsibly to Germany's public sector.

OpenAI and SAP are teaming up to launch a new partnership called "OpenAI for Germany" to bring the best of AI to Germany's public sector. The partnership is focused on helping Germany's government workers and public institutions use AI tools safely and effectively, while also ensuring strong data privacy and security requirements, and will run on SAP’s subsidiary Delos Cloud, with the help of Microsoft Azure.

Christian Klein, CEO of SAP SE, said,

“Applied AI is what truly creates value. As a Business AI company with decades of experience serving public sector organizations, we believe OpenAI for Germany represents a huge step forward. We’re bringing together SAP Sovereign Cloud expertise with OpenAI’s leading AI technology to pave the way for AI solutions that are built in Germany, for Germany.”

The collaboration is set to start in 2026 and will allow millions of public sector employees to use AI to make their work faster and easier. OpenAI for Germany will also allow the creation of custom AI applications that would be tailored for public tasks, such as automating processes like managing records and analyzing administrative data. SAP also plans to expand its cloud infrastructure significantly in Germany, increasing computing power to support these AI projects.

Sam Altman, CEO of OpenAI, added to the statement,

“Germany has long been a pioneer in engineering and technology, so it’s no surprise that millions of Germans already use ChatGPT to make their lives easier, drive scientific breakthroughs, and build new businesses. With OpenAI for Germany, we’ll work with local partners to extend this potential to the public sector—helping to improve services and ensuring that the benefits of AI are shared across the country, and doing so in line with German values of trust and safety.”

The partnership supports Germany's goals to boost its economy by using AI, while the country aims for AI to contribute up to 10% of its GDP by 2030. Many top companies and investors are pledging over €631 billion to modernize the country as part of a broader movement called "Made for Germany", with SAP alone committing to more than €20 billion to "strengthen Germany’s digital independence in this new era of AI."
