So if one has a Gmail account, how does he go about getting invites to give to neowin members?

Invitations are randomly given out when they want more testers. There's no one setting that will automatically allow you to invite others just by receiving a certain number of messages or filling your mailbox to a certain percentage. It's just a matter of waiting to see if they give them to you to give out.
