Got mine, and I've figured out how to get it..

Let your account be near 100% for a few weeks (mines been a few months) and eventually let it hit 100%.

I think they're just upgrading on a need basis.

i doubt... mine was at 80% for months now...

but i got an email tonite.. that was tellin me they upgradin to 250... im on bay5 also...

still at 2m tho.

they actually changed my bay. i had been on bay9 and one day i noticed that it had changed to bay20. the next day is when i noticed my upgrade.
