He also appears on a TV near the beginning of the game when you drop down into the old traincar housing a rebel and one of the vortigaunts. It says a lot more but I just can't remember it since its been so long since I looked at the manual my friend had. But obviously hes more than just a government man. I don't have any by the way but I did see him once when I was looking in the combine soldiers' binocular stand thingy when it was pointed at a rebel camp or w/e.
