I don't think bungie said anything about clans/no clans yet. And if there wasn't a feature such as that, its probably because there is no need for two friends lists, since that is all a clan feature is, another friends list. Not to mention clans always cheated to get to the leader boards.

They have said no, for exactly the reason you stated.

They might integrate something to cover for it, but as of now there is no independent clan support.

Umm, you can not fully modify a map but you can add in barrels, boxes, move spawns, weapons, etc and save that for future use.
