If you are using the Windows 10 technical preview and want to get the Charms bar back without using the keyboard shortcut, there is a simple app that you can install that returns the functionality.
In the upcoming Windows release, codenamed Threshold, the charms bar is being reworked and will operate a bit differently than it does with Windows 8 but its new role is still being uncovered.
