Phillip of NTCompatible has told me that his FAQ page for 3Dfx card owners has been updated and he has added new drivers for Voodoo3 owners for use on Windows XP.
Just about every Voodoo card is listed with downloadable drivers that work with Windows XP! So if you are stuck, take a look there and you'll have OpenGL/Direct3D up and running in no time..
